Let’s get that back,” one council member said, urging the council to return a clear, consultant‑driven small-area plan before moving on larger, city‑wide changes. Staff and several council members favored a phased approach: adopt the city‑center plan first and extend successful design elements into other centers or neighborhoods later. The council asked staff to ensure the city‑center planning scope explicitly considers traffic calming, pedestrian access and tree/street‑tree programs.
