Planning staff and the town attorney told council that a legal review is needed and that the public notice should link to a substantially complete document; the attorney recommended finalizing edits by Feb. 17–20 to allow required newspaper advertising ahead of a March 11 hearing. Staff said the redline changes now in council packets can be accepted and converted to a clean, public‑facing version with a single click, and the planning commission chair indicated the draft is ready for the hearing with minor editorial updates.
Some council members argued the staff should finish an earlier multi‑part presentation so new council members could hear the full context before the hearing; others said the redline edits are minor and the hearing date should proceed. The council approved motions to incorporate staff edits and to schedule the public hearing on March 11, 2025.
