The Purcellville Town Council voted Jan. 28 to authorize property acquisition by condemnation or other means and to accept a deed of dedication and temporary construction easement related to a three‑box culvert project on West End 21st Street.
Town staff and the town attorney presented floodplain modeling prepared for the interchange project showing the three‑box culvert would reduce upstream floodplain without materially affecting downstream areas. Staff said the design channels floodwaters through the additional culvert to reduce overland seepage into adjacent properties and that county modeling to FEMA would incorporate the change.
Council approved a resolution authorizing the acquisition and directed the mayor to sign related documents. On the vote, council members recorded unanimous support for both the condemnation resolution and the deed of dedication.
Staff said the acquisitions are part of a larger interchange and drainage improvement effort; construction and right‑of‑way work will proceed in coordination with permitting and with participation from county regulators where required.
