The Purcellville Board of Zoning Appeals approved a special-exception application (SPEX 24-1) on Nov. 19, 2024 to permit an accessory dwelling unit for Mr. and Mrs. Lesnick at 361 South Davis Street.
Planning Manager Boyd Lawrence presented the application and recommended approval, describing the proposal as a basement in-law suite roughly 511 square feet with a full kitchen, full bathroom and an exterior walkout door at the rear. Lawrence said staff found the proposed unit meets the zoning ordinance's 25% floor-area standard for accessory dwelling units in the R-2 district and that no exterior alterations are proposed. "The proposed accessory dwelling unit is approximately 511 square feet," Lawrence said.
Committee member moved to approve the special-exception application, reading the ordinance's required findings that the use "will not adversely affect the health, safety, welfare of persons residing or working on the premises" and will not unreasonably impair light, air or compatibility with adjacent uses. The motion was seconded by the chair and members voted in favor; the motion carried and SPEX 24-1 was approved.
Lawrence noted an administrative step for the applicant: before obtaining building permits from the county, the applicant must obtain zoning clearance from the Town of Purcellville. The board did not impose exterior-alteration conditions and no member recorded a dissenting vote on the application during the meeting.
