Council moves park fees to consolidated schedule, adds pickleball rules and raises some registration fees

The council approved changes to park regulations and the consolidated parks fee schedule on Feb. 24. Cindy Harrison presented a proposal to move fees out of the ordinance and into a consolidated schedule for clarity and consistency and to add pickleball court regulations.
Harrison said the city conducted a market study with nearby cities and proposed modest fee adjustments: baseball registration to increase by $5 to $60, flag football set at $60 for higher grades, and instructional basketball and T-ball to remain at $50. She explained a reduction in the originally proposed pickleball clinic fee from $55 to $35 to align with the youth running club because jerseys are not required, and added that the city would require $1 million liability insurance for for-profit events. "We are proposing to move all fees out of the ordinance text to the consolidated fee schedule for clarity and consistency," Harrison said.
Council voted 5-0 to amend the park regulation ordinance language (change 'prior to the reservation' to 'in advance' and align curfew language) and to adopt the Consolidated Fee Schedule (Resolution 2026-B). Staff expects pickleball participation to mirror the youth running club at roughly 40 participants, and noted seasonal staffing and volunteer coaching for many programs.
