Goose Creek BZA denies special exception for CC Event Center at 225 Red Bank Road

The City of Goose Creek Board of Zoning Appeals voted to deny a special-exception request from CC Event Center to operate a banquet hall at 225 Red Bank Road. Board member Kelly Maddox moved to deny the application “due to probably like A, B and D,” and Mr. Guzman seconded; the chair announced the motion passed and the application was denied.

Staff had introduced Case No. 2024-001-SE, describing the unit as approximately 3,000 square feet within a 12-unit building on about 1.04 acres. During the hearing, board members flagged parking capacity, closeness to adjacent residences and discrepancies between the applicant’s prior social-media posts and the representations on her application. The chair told the applicant the board found evidence of “misrepresentation” in the public postings and other materials the board used to evaluate the application.

Board members discussed mitigation options during questioning — including lowering occupancy limits or securing overflow parking — but the motion to deny cited concerns the board said were not adequately addressed by the applicant. The applicant, identified in the hearing as April Managalp of CC Event Center, told the board she has operated similar events elsewhere and said she would contract licensed bartenders if alcohol were to be served.

After the vote a board member asked about post-denial options available to the applicant; the panel did not issue a further direction during the meeting. The board approved minutes from its July 16 meeting earlier in the session and adjourned after staff announced forthcoming training information.
