Council approves Grand Legacy Development Agreement for 63-lot subdivision

The council on Feb. 24 approved a development agreement for the Grand Legacy Subdivision, a two-phase residential project of 63 single-family lots in the RE-20 zone near 3950 N 200 W.
Andrea Steiniger, the presenter, outlined the developer’s obligations to camera existing sewer lines and replace internal culinary water lines while the city will evaluate external pressurized lines. Steiniger explained that “for the sanitary sewer & storm drain infrastructure the developer will camera existing lines and identify segments proposed to remain and the city will evaluate per the Public Works Standards and require replacements if necessary.” She also said curb and gutter segments will be inspected and brought into compliance as required.
Council discussed inspection responsibilities and whether third-party review would be required; staff said internal review was planned but third-party contractors could be hired if needed. The planning commission recommended approval; the council approved the development agreement 5-0. Final subdivision platting, engineering and drainage review will occur in subsequent approvals.
