At the Feb. 25 work meeting, URC materials presented to the South Salt Lake City Council outlined program cost expectations and protections for low-income customers. The presentation said the URC board's position is that the program should "increase the average household's electric bill by no more than $3-4/month." Crystal Makin was listed on the agenda as the presenter for the Community Renewable Energy Program.
During the pre-submitted Q&A, URC clarified that a $0.70 surcharge is a separate, "not to exceed" threshold intended to cover low-income assistance credits and is in addition to the monthly program rate. The presenter also explained that Production Tax Credits (PTCs) would flow to project developers or their financers and that PTCs influence developers' pricing and, ultimately, program rates.
The materials listed several safeguards intended to limit rate impacts, including a 10% cap on rate impacts unless the URC agency votes to exceed that limit and incremental acquisition of program resources to match development and participation levels. The presentation also described provisions for qualifying low-income customers, including a monthly bill credit to cover the monthly increase and a waived termination fee for those customers.
The council received these budget and equity details for review; no municipal action was taken at the meeting.
