Stacy Alter told council the modification would remove 0.39 acres from the nutrient bank, require approximately $33,000 in permit fees, and needs council approval to amend the declaration of restrictions and covenants recorded in 2021.
Alter said the Bain Well is expected to yield about 100,000 gallons per day and will be used to provide supplemental water capacity to address drought and PFAS impacts. She reminded council the town retained one credit from the original nutrient bank and currently has 1.04 unsold phosphorus credits; the amendment uses that retained flexibility rather than buying external credits.
Council discussed alternatives, construction cost estimates and grants. Staff indicated in‑house construction could reduce costs, but current contractor quotes include figures such as material estimates near $111,000 and a CIP placeholder of approximately $600,000 for the buried pipeline. After discussion, Vice Mayor moved to approve the amendment; the motion passed unanimously, 7–0.
