Avon panel OKs pool, barn and pervious patio at 61 Harris Road with conditions

The Avon Inland Wetlands Commission unanimously approved Application #814 July 7, allowing an in-ground pool, patio and replacement barn at 61 Harris Road, subject to conditions intended to protect nearby wetlands.
William Weckman of Richter & Cegan and Eric Davison, a soil scientist with Davison Environmental, presented the proposal on behalf of Edward and Gina Espinoza. Davison said he delineated the wetlands and prepared a Functions and Values and Impact Assessment; he reported no direct impacts to wetlands and quantified Upland Review Area impacts at roughly 9,000 square feet, which he described as small. Weckman said the patio will be pervious and the project includes buffer plantings and sediment-erosion controls.
Commissioner Daniel Carvalho moved to approve the application with conditions; Commissioner Brian Toal seconded and the motion passed unanimously. The approval requires that the applicants implement the described erosion-control measures, maintain the pervious patio design and comply with any Town Engineering checklist items required prior to permit issuance.
