Commission previews 'The Flats' mosaic; community workshops set for Feb. 14–15, installation planned for June 20

A commissioner described "The Flats" as Garland's original African American neighborhood and said the commission will add a historic marker and interpretive panels drawn from local oral histories and photographs.
"The Flats is Garland's original African American community that was actually located in this area where the atrium is and the Granville Arts Center," the commissioner said, and described planned interpretive panels and interviews with residents.
Commission staff announced artist Reginald will conduct community mosaic workshops at Epiphany Gallery on February 14 and 15 to gather tile contributions from residents and others. The presenter said older residents who once lived in the Flats will be invited to contribute alongside younger participants to help foster local ownership of the work.
Staff reported the finished mosaic will be about "36 feet long and 3 feet tall" and will be installed on the atrium wall, with a planned placement and dedication on June 20 to coincide with Juneteenth programming. The commission discussed logistics and clarified the installation should not interfere with other construction or events.
The project will be accompanied by a Texas Historic Commission marker and city interpretive panels; staff said they will solicit community feedback at upcoming meetings and workshops.
