Commission backs code change to allow permeable parking surfaces for Tracy Aviary site in Jordan River Nature Center district

Deputy Community Development Director Eliza Ungricht presented a proposed amendment to Title 17 to permit permeable (unpaved) parking surfaces in the Jordan River Nature Center (JRNC) District for Tracy Aviary at 1111 West 3300 South. Staff said the exception would require City Engineer and Fire Marshal approval and submission of a parking and traffic study, geotechnical report, drainage plan and material gradation report to ensure fire access and prevent erosion or pollutant infiltration.
Tracy Aviary CEO Tim Brown and architect Angela Dean argued permeable surfaces reduce runoff into bioswales, fit the nature‑center character better than asphalt and avoid unnecessary expense. Dean said the site is designed to retain stormwater onsite and that the final phase would be a visitor center rather than expanded parking. A resident asked how parking stalls would be delineated on a gravel surface; the applicant said physical barriers could delineate stalls.
The Commission unanimously agreed to forward a recommendation of approval to City Council, subject to the specified cross‑departmental approvals and required technical documents.
