In the applicants’ presentation, MA Design emphasized changes made in response to earlier feedback: the team concentrated community and amenity space along SR 161 to activate the storefront frontage, shifted the vehicular access east to a shared midpoint with a neighboring parcel, increased the pocket park and open‑space area to meet a 15,000‑square‑foot target and revised building massing to strengthen the corner gateway presence.
“Kessler said the updated plan ‘activates’ the 161 elevation with storefront frontage and concentrates community space to buffer residential units,” staff noted during the discussion. The applicant identified potential mural locations and two walls intended for installations and said it would bring a materials board to the final development plan so the commission can review actual brick and glazing samples. Staff reiterated that some architectural items will require waivers or administrative departures at future reviews, and that stormwater and engineering details must be finalized at the final development plan stage.
The presentation also noted transit connectivity: the site sits within a corridor under a COTA study for future bus rapid transit and is close to existing bus stops, elements staff said justified counting some transit proximity reductions in the parking calculation.
