Ms. Bagdasarova said the project includes amenities on each level (mailroom, secure bicycle storage, wellness center, clubroom, flex work space and a rooftop deck) and that rents will be set at 80% of area median income (as stated in the staff report). The subdivision will dedicate a 10‑foot public utility easement and a 37.1‑foot access and utility easement for stormwater management; staff recommended approval subject to conditions including final plat mylar, engineering corrections, plat recordation and compliance with Fire, Building and Engineering requirements.
Commission discussion touched on parking and the project’s transit proximity. Commissioner Self asked whether residents would rely on street parking given the 15 onsite stalls; staff said parking is unbundled and the target tenant was expected to use transit. Chair Carter and commissioners supported the project as a way to add smaller, transit‑oriented units in the Downtown station area.
The Planning Commission voted unanimously to approve the preliminary subdivision plat, with the conditions listed in the staff report.
Next steps: applicant must submit the final plat mylar, address outstanding engineering comments and record the plat before building permits will be issued.
