Salim Modolfo, Chairperson of Advisory Neighborhood Commission 8C, testified in person that ANC 8C "strongly supports" B26-0366 and urged timely enactment to prevent an authorization lapse on Sept. 30, 2026. Modolfo emphasized that DC Flex serves as a predictable shallow subsidy that helps residents close small monthly rent gaps and prevents avoidable shelter entries in Wards 7 and 8.
Modolfo recommended that a permanent program prioritize equity and targeting (especially for extremely rent-burdened households at imminent risk of eviction), maintain simplicity and predictability (a fixed annual benefit and light documentation), publish annual award and outcome metrics to increase transparency, coordinate with existing emergency rental assistance and housing programs, and improve language and disability access so more residents can use the program.
