Dan Clark described models of representation and governance the board should consider, including what the transcript records as a “hybrid way of 3 wards, 6 council members, 3 representing wards and 3 at large.” The training also covered self-governing powers and city charters and outlined expectations for Chief Administrative Officers or City Administrators, including the timeline and contents of a final report.
Board members asked for the remaining topics to be scheduled for the May agenda to ensure the board can complete deliberations. The training was presented as background to inform the board’s tentative report and any recommended charter or representation changes.
The board’s next regular meeting is scheduled for May 7, 2026, at 5:30 p.m.; members discussed the possibility of additional special meetings and a public hearing to move the report toward a July 31 ballot deadline.
