Planning commission recommends rezoning of Traditions phases 38–40 to housing district

The Bryan Planning and Zoning Commission voted unanimously Aug. 7, 2025, to recommend that the Bryan City Council rezone phases 38–40 of The Traditions from Planned Development Mixed Use (PDM) to Planned Development Housing (PDH).
Ben Johnson, a City of Bryan staff planner, presented the request (case RZ25-04) and outlined three planning areas within the subject property. He told the commission the proposed PDH would permit detached residential dwellings and townhomes in planning area 1, detached dwellings meeting RD-7 standards in planning area 2, and a mix including multifamily in planning area 3. "Staff is ultimately recommending approval of this PDH," Johnson said, noting the proposal is consistent with recent development patterns and with the city's long-range plan referenced in the presentation.
Johnson explained that townhomes in the relevant planning areas would be permitted by right under the PDH and would conform to RD-5 or RD-7 development standards as applicable; therefore individual conditional use permits (CUPs) for townhomes would not be required, although site plans for development must undergo review through the city's SDRC process. He also said staff received a preliminary plan submission to SDRC the day before the meeting and had received two general inquiries about the request — one from Commissioner Valerius and one from a Traditions resident who does not live within 200 feet of the subject property.
Applicant representative Joe Schultz of Schultz Engineering described the intent for Phase 40B as extending existing multifamily/condominium development and said Traditions maintains wooded buffers between lots (he described a roughly 40-foot wooded area separating lots near Mahogany Drive). The commission moved to adopt the written staff report as its findings, recommended approval to the Bryan City Council, voted aloud and approved the recommendation unanimously.
The commission's action is a recommendation to the Bryan City Council; the council must take final action. A hearing date before the council was not specified in the commission record.
