Residents urge study to ban new data centers and ask for early public outreach on HB 1,001

At the start of public comment, Nancy Stinson (938 Glenmore Trail) urged council to request the Advisory Plan Commission study whether the town should amend its zoning ordinance to prohibit new data centers for a specific parcel under consideration. Stinson referenced earlier council discussion and said the applicant for the annexation removed data centers as a permitted use in its commitments, but she recommended a broader study to determine whether new data centers should be prohibited in the town more generally.
Stinson also asked the council to schedule public engagement early in the fall on House Bill 1,001 (HB 1,001) and how the town might respond. Town attorneys and staff explained the statute requires units to hold a public hearing prior to Jan. 1, 2027; local legislative discretion will determine any precise ordinance changes. Council members acknowledged the requirement and discussed timing and the fact the state legislative session could change the bill language before local implementation.
Next steps: Council can request the Advisory Plan Commission study the zoning question and staff said the town will need to schedule required public hearings to comply with HB 1,001 before the Jan. 1, 2027 deadline.
