Harris County library director asks court for funding to meet state accreditation requirement

Edward Melton, Library Director for Harris County Public Library, told the court the library recently won a national Community Impact Award and thanked the commissioners for their support, but said the library fell short of the Texas State Library and Archives Commissions 15% collection-development spending requirement.
Melton said the library achieved about 14.1% of spending on collection development in the most recent fiscal year and estimated a shortfall of roughly $1,500,000 to reach the 15% target. "We have to have 15% of our overall spending budget to be allocated towards our collection development," he said, and asked the court to consider additional funding in the FY27 budget to remove conditional accreditation status.
Commissioners asked follow-up questions about whether the library could reallocate funds internally; Melton said past practice used labor-savings to meet the threshold but that this year the savings were insufficient. The court requested the director present additional budget details during upcoming budget discussions so members can evaluate options.
