Commissioners raised the visible appearance of a white roof and asked whether alternative materials or detailing might mitigate perceived starkness from some vantage points. Commissioner Harder asked whether other options (gravel, different surfacing) had been considered; the architect said alternatives were evaluated but maintenance and infection‑prevention concerns led the team to the white surface selected.
Staff and commissioners accepted the institutional rationale but noted that rooftop material is a visible element of the campus composition and encouraged the applicant to address perceptions through detailing and landscaping where feasible.
