Commissioners press applicant on green roof and rooftop design; hospital cites clinical-safety concerns

Planning staff recommended incorporating a green roof, textured roof material, or rooftop sculpture on a stepped lower roof adjacent to the proposed tower to enhance views from east-facing patient rooms and to align with city sustainability goals. Doug Scholl, the applicant's representative, responded that OhioHealth has moved away from vegetated roofs over patient-care areas because of maintenance and potential leak risks that could affect clinical operations. "From the OhioHealth side, that's not a condition we can agree to," Scholl said, noting organizational experience with green roofs at other campuses and infection-prevention considerations. He offered alternatives: a ballasted/textured roof, patterned stone ballast, or a decorative rooftop feature that would not place organic material above clinical spaces.

Commissioners pressed staff and the applicant on middle-ground solutions and night lighting, noting the desire for an attractive rooftop treatment that does not create glare or light intrusion into patient rooms. Staff emphasized the condition's flexibility by describing the list as green roof, textured roof material, or sculpture, and said staff would work with the applicant to find a solution that meets the city's intent while addressing hospital maintenance and safety concerns.
