Planning commission: Dublin Methodist project would add 96 beds, expand campus but AFDP tabled for design refinements

OhioHealth told the Dublin Planning and Zoning Commission it plans to add a six-story inpatient tower to Dublin Methodist Hospital that would add 96 beds and expand surgical, cath lab and imaging capacity.
"We're gonna add 96 beds in the new addition," said Doug Scholl, a leader in OhioHealth's real-estate and facilities group, during the applicant presentation. Scholl also said construction would begin after final approvals and could start in early 2026 with about a 24-month schedule to completion.
Staff told commissioners the 45-acre Dublin Medical Campus location and proposed expansion are consistent with the PUD development text and recommended approval of two minor text modifications to accommodate the proposed changes. Staff noted prior administrative approvals, including a lot-line adjustment that transferred 1.78 acres to the hospital site to accommodate the addition.
Commissioners praised the need for additional patient capacity but raised repeated concerns about the architectural treatment of a mechanical penthouse, how the new massing ties to the existing campus, and rooftop treatment. After a detailed round of questions and suggested refinements from several commissioners, the applicant requested time to work with staff on design revisions. The commission approved the text modifications but voted to table the amended final development plan so the applicant can return with revised materials and more detailed responses to design-related conditions.
The commission's approval of the text modifications includes a condition that staff and the applicant continue to work on architectural detailing, penthouse screening and landscape plan components; the AFDP will return to the commission for action once those items are addressed.
