Board members discussed bid comparisons, timing for asphalt season, and whether awarding the work now meets the impact‑fee commitment test. Staff explained that to qualify under the impact‑fee rules the project must be under contract; given the reporting deadline and lead times for bids and construction, staff recommended approving the change order to complete the project in the coming months.
