The Hutto City Council on June 18 heard a presentation from Via, the highest‑ranked respondent to the city's microtransit RFP, explaining how an on‑demand service could operate in the city. Thomas DeRidder, Via's Texas partnership lead, told the council the company aims to ‘‘make this program reflect your priorities,’’ and outlined technology, operational and data elements that would support either a dedicated fleet or a third‑party brokerage model.
Councilmembers pressed on policy choices that drive usage and cost — who may ride, the service zone, hours and fare subsidies — and asked staff for a cost/demand model to inform a pilot. Kate Moriarty, executive director of administrative services, said the scoring committee recommended engaging the highest‑ranked vendor and introduced DeRidder to begin policy discussion. The council did not take formal action and agreed to request further analysis before a decision.
