Millard told the board a rear‑yard pile of discarded items remained despite repeated letters and that inspection verified the property did not meet Section 13‑13‑04(h)(6) standards.
A board member moved to declare the property a nuisance and order city abatement; after a second, a roll-call vote approved the motion 5–0. Millard told the board that if declared a nuisance, the city would abate the property and invoice the owner for costs and that photos and the attached case review document the violations.
