Trustees heard that the district’s impact-fee facilities plan is being updated to separate fees for treatment and for collection and to incorporate terms for a proposed wholesale sewer treatment agreement with another public entity.
Staff said the collection system plan and rates have been evaluated and that pending items and agreements remain to be incorporated into the facilities plan before the board considers adoption. The district is preparing a buy‑in structure and rate integration so an outside improvement district (referred to variously in discussion as Ochre Point / Oakwood Point) can obtain treatment service rather than build a separate treatment plant. Staff explained that accepting wholesale customers was motivated in part by spreading the cost of a nutrient-removal upgrade across more users so existing ratepayers would not bear the entire burden.
