Senior center, Surf and Swim and other park projects move forward; splash pad bids under review

City staff updated the Parks and Recreation Advisory Board on several capital improvement projects scheduled across Garland.
Staff said the Garland Senior Activity Center renovation and expansion began in August and is expected to be substantially complete in October–November 2026. The Surf and Swim regional aquatic facility is progressing rapidly and is scheduled to open in summer 2026. The Ric Oden splash pad bids have closed and are under review; Winjoy's Park’s contractor has been selected and the negotiated contract is pending award. Staff also reported that plant plans for John Paul Jones Park are under regulatory review with the Texas Parks and Wildlife Department and that Bob Day Tennis Center is nearing substantial completion with plans to close Jack Coleman for renovation after Bob Day opens.
On Jack Coleman, staff said funding is limited and the likely approach is a cosmetic interior renovation and a prefab restroom to address ADA needs rather than a full rebuild. Board members asked for updates on electrical and drainage work at the Surf and Swim site and were directed to staff for a follow-up at the next meeting.
