Southborough committee begins review of possible FY28 override; $10 million over five years floated

The Advisory Committee received a preliminary briefing on work the Select Board and finance staff have done on a potential FY28 operational override. Chair Marcy Jones said the Select Board has been meeting with finance staff and DOR representatives, and that projections are in development; she said an outside expert on overrides, Andrew Nelson, is expected to attend the joint Aug. 11 meeting with the Select Board.
Committee members discussed the structure and rationale of an override. The committee heard that one option being evaluated would ask Town Meeting for authority "to cover that 5 year period" with an amount "approximately up to maybe $10,000,000," phrased by the Chair as preliminary. Al Hamilton and others urged caution: Hamilton suggested limiting scope to one year unless departments present plans for efficiency and reforms, saying he "might get convinced to do a 1 year override" if departments commit to productivity improvements. Tim noted the trade-offs between maintaining a reserve account and increasing levy capacity, and members raised OPEB and pension liabilities as potential earmarks for any long-term ask.
Members requested more detailed modeling (one-year vs. five-year scenarios), departmental efficiency plans, and clear options to present at the Aug. 11 joint meeting. The committee did not take any vote on an override; the discussion will continue at the Aug. 11 joint meeting with the Select Board.
