Council authorizes partnership with Dayton Children's Medical Center for opioid-settlement programming; one member recused

Council voted to authorize the city manager to enter into an agreement or partnership with Dayton Children's Medical Center to use Ohio opioid settlement funds for eligible programming. City Manager John Russell said the proposal followed a presentation by Dayton Children's and described the approach as "outside the box" for using settlement funds to benefit the community.
Prior to the vote, a councilmember announced a recusal: "I went to recuse myself because of the relationship I have from my work with Children's Medical, so I'm gonna head out," the member said. With that recusal, the measure proceeded and passed 7–0 by roll call. Staff indicated the measure followed a council work-session recommendation to adopt.
