Tooele County shifts trench compaction-testing responsibility; district to review third‑party reports

Tooele County has notified Stansbury Park Improvement District that the county will no longer assume responsibility for compaction testing and backfill inspection in county rights-of-way, the board was told on March 17.
District staff said the change means developers or contractors will contract and pay for third-party compaction testing and will submit results to the district. Staff advised the board it will review submitted test reports and perform field verification as needed; the district will also revise standard details to reflect the change.
Board members discussed clarifying that the county remains responsible for settlements stemming from prior-year work where the county had accepted compaction testing at the time; staff will send a confirmation letter to the county outlining the transition and expectations for handling legacy issues.
