District plans test wells, headworks upgrades, and impact-fee review ahead of RIB application

District staff reported the district is preparing to bid three monitoring wells and pursuing technical upgrades to support a rapid infiltration basin (RIB) application to the Utah Department of Environmental Quality.
"These wells will be sunk 30 feet deep, and then we have to take have a monitoring schedule of upwards of 3 years," district manager Brett said, describing the required monitoring to demonstrate the RIB will not degrade existing groundwater. Brett also said staff is evaluating options to increase headworks capacity and is consulting with vendors on proposals. The board noted the proposal will include longer-term monitoring and coordinating the work with impact-fee and capital plan updates.
Staff added they are meeting with LRV Public Finance to update the sewer impact-fee schedule and to model how fee changes would affect ongoing projects. The board asked clarifying questions about Well 3's location and timing, and staff said work on Well 3 is proposed next year and will be discussed during the budget process.
