Vernon County asks state to dedicate 2023 surplus to county highway maintenance
Summary
The board adopted Resolution 2023-34 requesting that part of the State of Wisconsin’s 2023 budget surplus be allocated to county trunk highway maintenance and LRIP programs.
Highway Commissioner Phil Hewitt told the board the resolution asks the State to use a portion of the 2023 budget surplus to boost county General Transportation Aids and Local Road Improvement Program (LRIP) funding. The minutes reference a nonpartisan Legislative Fiscal Bureau estimate of a $7.1 billion state surplus earlier in 2023 and the history of LRIP as a one-time use of surplus revenue that later became an ongoing support mechanism.
Supervisor Jacobson moved to adopt Resolution 2023-34; Supv Yttri seconded and the board adopted the resolution by voice vote. The resolution directs copies be sent to Governor Tony Evers and legislative leaders and asks that supplemental highway funding be considered to address county road and bridge maintenance backlogs.
