Desiree Fragoso, a field service manager with the Municipal Association of South Carolina, opened the orientation by describing the association’s work supporting municipal elected officials and staff across the state. “My name is Desiree Fragoso and I am a field service manager with the Municipal Association of South Carolina,” she said, explaining she advises roughly 93 towns in the Lowcountry and runs programs including the Municipal Elected Officials institute.
Fragoso highlighted the association’s education, training and advocacy roles and gave a concrete example of recent state‑level work: persuading lawmakers to allow some municipalities to submit a financial compilation rather than a full audit to ease costs and capacity constraints for small towns. She encouraged council members to use the association as a resource, attend events such as Hometown Legislative Action Day, and contact field staff for assistance with local issues.
