An applicant who has leased other EDC property described experience managing nearby parcels and proposed a similar arrangement for the Hutto Mega Site: cleanup, no‑till planting of low‑value hay crops and rent of $25 per acre per year. “We'd pay you the same amount of money we're paying y'all now, which is $25 an acre a year,” the applicant told the board.
Board members discussed using the same lease template previously used for city property on Limber Loop and asked staff to confirm prior legal review. Board member Snyder moved to direct legal to bring back a farm lease for the Mega Site on the same terms the EDC had previously used; Board member Porterfield seconded the motion. The board approved the motion by a 5–0 vote and staff and the applicant agreed to work together on implementing the draft lease before the next meeting.
The board asked staff to flag any necessary conflict‑of‑interest paperwork and noted that, if opposition were to arise, staff would advise when the item should return for further board consideration.
