Public Works Director Rick Coronado explained the agreement sets the spending cap while individual task orders will specify streets and come separately to council when above the $50,000 threshold.
"This is the authorization, to have a master service agreement with Holbrook as a $2,000,000 authorization," Rick Coronado said, explaining the master agreement enables staff to issue task orders over time while returning to council for larger task orders. The council-approved motion clarifies the $2 million is a multi‑year authorization rather than a single annual appropriation.
Council also approved task order No. 1 under a related general services arrangement — a separate HA5 task order totaling $239,902.43 targeted at specific subdivisions — after staff described a tentative late‑July through mid‑August work window and weather contingency planning. Director Coronado and staff emphasized they will provide traffic control plans and notify impacted residents at least seven business days in advance.
What happens next: staff will execute the master agreement, issue task orders against the authorization, and bring any task order exceeding council thresholds back for separate approval. The initial $239,902.43 task order will move forward per the approved schedule and communications plan.
