Hutto council votes to release four years of ESD No. 3 records amid questions over service talks

The Hutto City Council on June 18 voted 6–0 to publish memos, emails and other records the city has on Williamson County Emergency Services District No. 3 from Jan. 1, 2022, through June 1, 2026.

Mayor (presiding official) said the goal is transparency while the city completes ongoing negotiations. The city attorney cautioned that some records are voluminous and that attorney‑client privileged portions will be reviewed before release. Councilmember discussion emphasized both a public right to see the material and that the documents will include legal analyses of options such as chapter 7 75 procedures discussed within staff memos.

Councilmembers said the release should help resolve community questions about whether and when the city discussed alternatives such as a city‑run fire service. “We can release everything,” the presiding official said in debate, adding that an interested reader could then evaluate the timeline and correspondence. The city attorney advised the council that staff has already identified hundreds of emails tied to the subject and will need time to redact privileged portions before web posting or drop‑box distribution.

Council members noted the documents will include operational memos and background materials about options previously circulated in executive sessions and legal opinions; the attorney said not all deliberations will be visible because executive‑session audio is not releasable. The motion directs staff to assemble the documents and make them available for public inspection on the city’s existing records portal or a shared folder.

What happens next: staff will process the ESD‑3 records for public release, redact attorney‑client privileged material as required, and post the responsive documents online. The Hutto Economic Development Corporation will coordinate release of its related records separately.
