KLJ outlines environmental capacity and flex-funding route for road project

Andrew Krebs, representing KLJ, said the firm planned to partner with Broad on the Buffalo Gap Road project and would provide environmental support and coordination with the Forest Service. "We have all that staff capabilities in house to do those environmental surveys whether it's... wetland, cultural surveys," Krebs said, adding KLJ could handle preliminary alignments and phasing with partner firms.
Krebs described the flex funding option as a state reimbursement program: "The flex funding is a state reimbursement... you basically submit invoices for the work... that could be your construction pay apps and then any invoices from the engineers too." He outlined a timeline that would aim to have environmental clearances and alignment work ready for a late-2027 application with awards potentially in early 2028, which would then permit bidding for a 2028 construction season if awarded.
