Vernon County Board adopts balanced 2024 budget, levies $12.45 million

The Vernon County Board of Supervisors voted on Nov. 14 to adopt a balanced 2024 county budget and a 2023 tax levy of $12,446,734. Finance Director Johnson presented the budget book, which relies on capital projects, ARPA funds and some uncommitted general-fund dollars to close gaps.
The budget includes a $200,000 contingency to offset potential raises from a forthcoming wage study and a net increase of 3.81 full-time-equivalent positions with an estimated 2024 cost of $295,701.50. The board considered reductions at Vernon Manor and Vernon Acres, with Finance Director Johnson saying department line items including CNA salaries, food and professional services were trimmed to reflect recent actuals rather than prior higher estimates. On the motion to adopt, Supv Bringe moved to "adopt Resolution 2023-73," and the motion carried on a voice vote.
During a final review Finance identified several funds that did not balance; the board approved an amendment to the proposed budget to use an additional $112,186 from general fund uncommitted to correct the summary of changes and increase expense lines as presented by the Finance Department. The board also amended the title of Resolution 2023-73 to add the words "AND ADOPT THE 2024 BUDGET" before calling and approving the resolution as amended.
The board scheduled a financial report on Vernon Manor and Vernon Acres for the next meeting and approved a parliamentary procedure training to follow the Dec. 21 board meeting.
