The Little Creek Woods proposal prompted an extended exchange about the proposed stream crossing for the project's private road. Developer Howard Hedstrom said early DNR review allowed dual 6-foot culverts but later local staff and conservation concerns raised the possibility of a single-span open-bottom culvert or bridge to reduce debris jams.
Howard Hedstrom said, "We looked at what we could do... the DNR came back and we have the veil and said, yeah, you could do that," and added that local staff later suggested concerns about beaver dams and debris. Planning staff told commissioners that the conservation district’s preference for a single-span design is driven by risk of debris jams and bankfull-width analyses performed in the field. Staff noted that the DNR and Minnesota Pollution Control Agency have conducted boots-on-the-ground reviews and that crossing type is resolved through road design and permitting rather than the county ordinance itself.
Implications: The crossing choice affects cost, construction timeline and hydraulic impacts. The developer said a bridge would add lead time (roughly six months for procurement) and cost but could reduce long-term maintenance risk; culverts may be faster but could require larger fills and longer culvert runs depending on bank slope. County staff recommended the applicant coordinate with DNR and the county’s engineers and incorporate the preferred crossing into forthcoming permit submittals.
