How the Huber Heights CCRB will handle police complaints: staff outlines intake, timelines and appeal steps

City staff and the Huber Heights Police Division outlined how complaints about police interactions will move from internal review to the Citizen Complaint Review Board.
Assistant City Manager Aaron Sorrell described the CCRB’s role: when internal affairs completes an investigation and issues a findings letter, the complainant can appeal that outcome to the CCRB. Sorrell summarized the flow and timelines: the law director will review and recommend whether a hearing is appropriate; the board typically will be convened about 15 days after that recommendation and, if a hearing is needed, it would be scheduled within about 30 days.
Deputy Chief Tony Ashley, who handles internal affairs, said the department will provide the findings letter and options for submitting an appeal. He told the board, “I happen to be the 1 that handles the internal affairs over at the police division,” and described that complainants will receive the investigation findings by mail and can return an appeal by mail, in person, or by scanned email.
Sorrell said staff has draft intake forms that will be revised with input from the CCRB and the law director before the city posts the forms online. He noted the city will also work with the law director to set clearer criteria for what kinds of internal findings should move forward to a CCRB hearing.
Board members asked for clarity about the criteria the law director will use; staff agreed to produce a more detailed recommendation for the board to review at the next meeting.
