District explores Great Salt Lake discharge option as part of sewer upgrade

Staff noted that dedicating flow could relieve the district from certain permit limits tied to nitrogen and phosphorus, but also warned that guaranteeing deliveries creates operational and regulatory risk. The board asked staff to prepare preliminary cost estimates, to continue outreach with DEQ and partners, and to hold the current Impacting Facilities Plan until final determinations on the wholesale structure and payment schedule are resolved.
Engineering and legal nuances remain, and staff said they will return with cost estimates and a revised plan if the Great Salt Lake option becomes feasible.
