The Stansbury Park Improvement District voted to allow water service to a four‑lot subdivision off Palmer Road in Erta after the engineer of record recused himself from voting.
At the meeting the presiding speaker disclosed, “I designed the 4 lot subdivision for Darryl Anderson in Erta,” and said he would recuse himself from the vote because of that connection. The board discussed whether the new connecting line — an 8‑inch run into a cul‑de‑sac — would require annexation into district boundaries and which impact fee to charge. Staff noted the original 53‑lot service area’s impact fees were paid by the county grant; adding three new connections would create a question whether to apply the existing $3,000 fee for that service area or the district’s current $6,000 in‑district fee.
District engineer Bridal Thorpe explained the technical and debt implications: allowing the three new lots to connect could accelerate retirement of debt on an existing 12‑inch line and would subject the new connections to the out‑of‑district rate unless formally annexed. Board members also asked whether the three new homes would need to bring water rights; staff said the three certainly would and the lot with a pre‑stubbed meter may or may not.
Board member S5 moved to approve the request and the motion was seconded; the chair announced the result as two votes in favor and one abstention. The applicant, Darryl Anderson, did not attend and staff noted he had notified the district of a work conflict. The board did not obligate annexation but discussed referring the annexation and fee questions to legal counsel for a follow‑up if needed.
