Auditor Stephanie A. Pappa said she did not agree with the settlement and preferred that condemnation continue; Commissioner Joan Hollekim voiced concern that paying extra could set a precedent for future road projects and voted no on both the settlement and the rescission motions. The motions passed with the remaining commissioners voting yes.
