Vernon County approves wage-scale increases for Vernon Manor as county nursing home faces staffing shortages

The Vernon County Board on Jan. 26 adopted Resolution 2023-06 to reclassify wage scales for Vernon Manor and Vernon Acres staff, raising pay grades for certified nursing assistants, certified medication aides and licensed practical nurses effective Feb. 5, 2023.
Vernon Manor Administrator Amanda Hoff told the Board the facility is relying on contracted agency workers because it cannot hire enough staff; she said agency staff cost about $61 per hour. Hoff said the Manor's census was roughly 53% and that the facility needs to be in the mid-60s (and ideally near 70%) to meet budget targets. In 2022 the Manor received approximately 1,100 referrals and had to turn away about 54% of them because of staff shortages.
Board discussion focused on whether higher wages and recruitment could increase census to offset the added payroll expense. Supervisor Ofte asked whether increased staffing would allow higher census; Hoff replied the Manor needs about 18 0to 20 CNAs across shifts to fully staff 24-hour operations and that current vacancies have required agency staffing. Supervisor Henry and Supervisor Taylor noted broader workforce and training challenges post-COVID and discussed local CNA training options.
Supervisor Muller moved adoption and Supervisor Pedretti seconded; the motion carried on voice vote. The county will monitor census and hiring outcomes as wage changes take effect in February.
