Vernon County adopted Resolution 2023-43 on June 20 to be the primary applicant for a FEMA Hazard Mitigation Grant Program (HMGP) project focused on backup generators for critical facilities across the county. County staff said three county generators need replacement and the county would like to add a generator at Vernon Acres; municipalities may be included if they sign MOUs and agree to their required matches.
Interim Administrative Coordinator Amy Oliver briefed the board that FEMA’s HMGP will cover 75% of eligible project costs, Wisconsin Emergency Management 12.5%, and the remaining 12.5% would be allocated to the applying government entity. The minutes estimate replacement/install costs at about $600,000 with Vernon County’s 12.5% match at $75,000. Amy noted this is a reimbursement grant, so the county will pay expenses up front and seek reimbursement from FEMA and WEM.
