Resolution 2023-58 moved $4,726.52 from a 2018 Ho-Chunk water heater project; Resolution 2023-59 moved $389.16 from 2021 "Projects to be determined" funds to the 2021 HVAC chiller project.
During discussion Supv Pedretti asked whether funds originally allocated for the 2018 project were instead spent on other work; Finance Director Johnson said she did not know the specifics and noted that no Vernon Manor representative was present to explain. Supv Beitlich and others said Vernon County has not reallocated such Ho-Chunk funds previously and requested clearer policies; the Board approved both reallocations by voice vote with several nays heard on the second item.
The resolutions state Vernon Manor will submit a new request through the Ho-Chunk allocation process for remaining funds to cover the chiller over-expenditure; the minutes note the chiller project exceeded its approved funding by approximately $43,000 with total expenditures reported around $93,000.
