Vernon County will use $35,000 of ARPA funds to complete a county Comprehensive Plan, the Board approved by adopting Resolution 2023-55. Administrative Coordinator Cassandra Hanan said the Wisconsin Department of Administration does not have an updated comprehensive plan on file for Vernon County and that a current plan is required under Wisconsin’s Comprehensive Planning Law (Wis. Stat. §66.10001) before the county may adopt a comprehensive zoning ordinance.
Hanan said the Mississippi River Regional Planning Commission (MRRPC) will take about a year to prepare a proposed Comprehensive Plan; Supervisors noted a 2009 draft plan is available online and recalled the Board rejected a plan about 10 years ago. The Board adopted the funding amendment and authorized the Finance Committee to reflect the $35,000 ARPA allocation in the 2023 budget.
