Chamber visitor‑center request put on hold while city attorney reviews eligibility

Staff told the council the visitor‑center application from the Chamber is being evaluated in a separate category and that legal questions remain about whether the request fits HOT eligibility rules.
"There is a separate category for visitor center...but right now, we do not have that included based on discussion with, our attorney," a staff member said, describing a legal review the city conducted and the response sent to the Chamber. Staff said they will continue to engage the Chamber and can return with alternative funding pathways if the project is not eligible under HOT rules.
Council members asked how the visitor center would be funded if it does not qualify for HOT funds; staff said the Chamber or other funding sources (general revenue or partnership models) could be alternatives, and that staff will report back with options.
