Winneshiek will not apply to be district lead; board discusses county partnerships

Staff and members agreed Winneshiek lacks the manpower to serve as the lead county; one attendee noted Cerro Gordo County is applying. ‘‘We are not,’’ a speaker said about applying; ‘‘Cerro Gordo is applying,’’ another confirmed.
Members discussed opportunities to partner with neighboring counties either by sharing staff or by contracting certain services. Several members said they could see Winneshiek providing specific investigational or operational services for smaller counties that lacked capacity, but they reiterated that Winneshiek would not be the lead applicant. The board asked staff to continue coordinating regionally and to prepare scenarios showing staffing and cost implications if Winneshiek were asked to take on portions of service delivery.
