Officials warn isolation, quarantine duties may shift to counties, increasing fiscal burden

County staff told the board that some public‑health duties now handled by Iowa HHS — including arranging and paying for emergency isolation and quarantine support — may become the county’s responsibility under the proposed district model. That could include costs for temporary housing, food and lost wages if residents cannot work while isolated.

Board members described the potential shift as a substantial fiscal risk: daily case investigations, enforcing quarantines, and providing supports could require travel, staff time, and direct expenses. One member said, ‘‘If somebody has to go into isolation quarantine…we're on the hook for paying their needs, you know, their rent if they can't get out and work.’’ Members asked staff to identify likely cost drivers and present scenarios for budgeting at the next meeting.
